    Not only are public sector spending reductions likely to impact significantly on harm reduction and treatment schemes available to drug users, but the Bristol Drug Project (hosts of the conference) have identified patterns in increased drug use as a result of economic decline, "As history tells us that "tough times" and problematic drug use are close bedfellows, we must therefore be vigilant and responsive to changes in patterns, or escaltation of, problematic drug use."
